internationally recognized senior executive with over 34 years of experience in
the transportation industry. As a private
consultant, Michael is able to leverage his experience, education and community
involvement to effectively support corporate clients.
Michael is the former CEO
of the Jacksonville Transportation Authority (JTA) holding the position for 10
years. His expansive career has prepared
him to offer a range of technical and professional expertise in the transport
and infrastructure industry. He has a proven and established reputation for
innovation, professional excellence in the planning, design, financing,
implementation and management of major multimodal systems. He also provides
interim CEO and senior level support services to transport systems as well as
serve as a senior advisor and client representative on behalf of emerging
foreign governments or Board of Directors.

provided consultant services internationally and has extensive experience in
the transit industry with the following assignments:

Manager.
Transport Deliver Manager, Madinah Public Transport Program, Saudi Arabia. Provided technical, managerial and leadership support in the planning, design, procurement and implementation of a comprehensive Bus and BRT System inclusive of roads/intersection improvements, Pedestrian Accessibility Plan, Park and Ride Program, SMART City-IT Applications and Technologies, Transit Oriented Development Economic Plan, O&M Facility and acquisition of all major capital assets including vehicles. Makkah Public Transport Project, Transport Expert.
Makkah Public Transport Project, Transport Expert, Saudi Arabia. Provided necessary
expertise/support in the development of the overall bus program’s procurement
and strategic implementation initiatives. Development of functional design of O&M
facility, ITS technologies, fleet, operating and maintenance standards, system
delivery execution model, routing and scheduling platforms. Designed
performance and accountability standards commensurate with managing a full
“turnkey” operations and maintenance contract.

Extensive career with the
JTA began in the Finance Division as Grants and Facilities Administrator. Later
promoted to Assistant Director of Mass Transit; Director of Mass Transit,
Deputy CEO and finally the Agency’s sixth CEO.
Major achievements selected
included the following:
Led agency’s largest capital building/outlay program of $ 1Billion comprising of several major roadways, bridges and transit capital improvements.

Planned implementation of
a four corridor BRT System to be completion by 2017.

Led successful
implementation of one of the first demonstrated uses of a fully automated
“people mover” technology in the U.S. public transport market.

Successfully implemented
agency's first major downtown multimodal transport terminal.

Re-engineered transit
planning division with concentrated focus in improving route level planning
process and market segmentation.

Developed and led the
agency’s comprehensive multiyear strategic and business plans which focused on
the execution and implementation of several major capital investment projects,
customer satisfaction, financial stability, safety, accountability, operational
efficiency, budgeting, and cost containment strategies.

Successfully integrated
JTA’s Highway Engineering and Transit Planning Protocols.

Successfully completed the
first phase of the agency’s first public/private development project. The
Transit Oriented Development (TOD) project consisted of two major chain hotels
with future phase to include an office complex and commercial retail space.

Provided technical support
and guidance on the planning and construction of the primary maintenance
facility for the agency’s automated people mover system.

Initiated agency’s
planning process for possible development of a seven county Regional Commuter
Rail System.
·
Implemented several major
technology upgrades including a new smartcard fare payment system, on-board
security cameras, automated passenger counting system, real time passenger,
vehicle location, dispatcher and radio communication systems.

Michael has an
